They demand that #LeyElena, which punishes zoophilia, comes into force in Puebla – El Financiero

The loss of Elena Larrea gained strength on social networks to demand a national law that prohibits animal abuse, specifically zoophilia.

“May his legacy endure and help severely punish all animal abusers and rapists,” wrote associations on X, formerly Twitter.

For this reason, Animal Lawyers of Puebla demanded that this law, called ‘Elena Law’be published with the modifications in the Official State Newspaper, since a month ago the Congress of Puebla approved it, but it has not yet come into force.

“@MovimientoAP demanded to do it as soon as possible in order for it to come into force”, he asked on his social networks.

Ley Elena: What is the objective of this initiative?

It is important to remember that the activist Elena Larrea always sought to defend animal rights, to such a degree that in Puebla it was achieved classify zoophilia as a crime, this through a reform to the Animal Welfare Law; This specifically happened last February.


The proposal states that those people who commit the crime of bestiality in Puebla would be liable to a sentence of 4 to 8 years in prison and a financial penalty greater than 43 thousand pesos.

While when performing a sexual act between a human being and another animal, the grief could increase.

Ley Elena: In which states of Mexico is zoophilia already punished?

Currently zoophilia is classified as a crime in 5 entities of the country:

  • Puebla
  • Mexico City
  • New Lion
  • Jalisco
  • Tamaulipas

Currently zoophilia is not considered a crime at the national level, but animal abuse has already been classified by 31 entities in the country. However, it is not yet considered a crime under the law.

At the moment, only changes have been proposed to articles 3, 4 and 73 of the Political Constitution of the United Mexican States. It is expected that the issue will be analyzed very soon and it will become a law to defend animals.
