Dáil returns today: Farming, child sentencing and defected apartments scheme top of the agenda

Here are some of the issues they will be discussing:

Child sentencing

Justice Minister Helen McEntee will bring an amendment to the Criminal Justice Bill related to sentencing of children convicted of murder.

At present, a child who commits a murder but becomes an adult at the time of sentencing of the crime is given a mandatory life sentence.

The High Court recently found this to be unconstitutional and the legislative amendment will mean a child who is convicted of murder will be sentenced as a child and not automatically given a life sentence. A life sentence can still be given but it is not mandatory.

Farming

Super Junior Minister Pippa Hackett will bring a memo on a National Organic Strategy which will set out how the Government can ensure 10pc of the country’s land is farmed organically by 2030. At present, around 5pc of land is organically farmed.

The Government has provided financial support and advice to farmers to encourage them to take up organic farming. Ms Hackett and Agriculture Minister Charlie McConalogue will launch the plan at the Ploughing Championship on Wednesday afternoon.

Higher Education Minister Patrick O’Donovan will bring a memo on providing funding for two new veterinary colleges which he also plans to announce at the event.

Defected apartments

Housing Minister Darragh O’Brien will bring the drafted heads of bill for the Duplex Defects Remediation Bill which will provide an estimated €2.5bn for homes impacted.

The scheme will provide funding for eligible remedial work to homes impacted and offset costs related to fire safety, structural safety and water defects.

It is estimated the number of purpose-built apartments/duplexes constructed between 1991 and 2013 that may be affected ranges between 62,500 and 100,000.

The average cost of the remediation is estimated to be around €25,000 per apartment/duplex but the final amounts will differ depending on the development and the type of defects.

Based on these figures, the Government believes the scheme will cost between €1.56bn and €2.5bn

Priority legislation

The Government Chief Whip Hildegarde Naughton will set out the priority legislation for the return of the Dáil.

This will include new legislation to allow new mothers pause maternity leave if they have a serious illness.

Legislation allowing gardaí use of facial recognition technology and the introduction of minimum life sentences will also be key features of legislative agenda.

New laws regulating the sale of e-cigarettes and vapes are also a priority as is new road traffic legislation on speed limits. The same bill will end the requirement for motorists to display motor tax discs.
