Stephen Donnelly’s plan to allow free contraception for 16-year-old girls is an idea that’s so politically thankless, that it’s brave.

As reflected in the anxiety the plan has evoked within the Department of Health, the proposal will conjure fears and well-founded concerns about the inherent risks of making contraception available to girls who have yet to reach the age of consent.
