The first lady of the Federal District, Mayara Noronha Rocha, wife of governor Ibaneis Rocha (MDB), denounced a homeless woman for an alleged crime of stalking. The accused woman, who has more than 30,000 followers on social media, records videos calling strangers in Brasília “saymonistas”, a term she created. She was arrested by the Civil Police of the Federal District (PC-DF) and was subsequently released.
The crime of “stalking” happens when a person stalks another, repeatedly, in person or virtually. Persecution can affect the physical or psychological integrity of the victim, restricting their ability to move around or disturbing their sphere of freedom or privacy. In the Brazilian Penal Code, the offense has penalties of six months to two years in prison, in addition to payment of a fine.
Lusimar Agostinho da Silva, who is known on the internet as “girl from the Etrom ministry”, published a video last month with alleged threats to Mayara, due to the fact that the first lady had not followed her on social media. The recording was made in front of Palácio do Buriti, the building where the governor of the Federal District dispatches.
Lusimar was not located by the reporting team. To Estadão, the Public Defender’s Office of the Federal District (DP-DF) stated that it did not act in the case.
“Good morning, Brazil, good morning, world. Today is March 22, 2024, today is Friday. I, the girl, am here at Palácio do Buriti, due to the fact that Ibaneis Rocha’s wife won’t let me follow her on Instagram. I, the girl, my team and the federal government of Brazil, will punish Mayara Noronha with more intense punishments until April 24, 2024?, said Lusimar in the video.
After the video was published, Mayara made a complaint to the PC-DF, which began investigating the complaint and arrested Lusimar in a park in the federal capital. According to the first lady’s office, the homeless woman was interviewed, signed a form to appear in court, had her cell phone seized and was released.
“It is important to emphasize that any citizen who feels threatened can and should seek out police and legal institutions to ensure their safety,” said Mayara’s advisor. Estadão contacted PC-DF, but received no response.
Lusimar appears to have psychiatric disorders and has already been the target of other complaints made by random people in Brasília. Other public figures also accused her of “stalking”, such as federal deputy Eduardo Bolsonaro (PL-SP), son of former president Jair Bolsonaro (PL).
In a statement, the Government of the Federal District (GDF) stated that the country’s capital offers health units or social assistance available to people with psychiatric disorders. Buriti, however, said that services are offered, but never imposed. “The person has to want and accept the referral,” he declared.
