Gaffrée and Guinle Hospital employees go on strike and surgeries are rescheduled | Rio de Janeiro

Rio – Employees at the Gaffrée and Guinle University Hospital, linked to the Federal University of the State of Rio de Janeiro (Unirio), went on strike this Monday (6) and held a protest in front of the unit.

According to the unit’s management, surgeries not considered urgent are being rescheduled with the aim of prioritizing more urgent surgeries, such as cancer, which are occurring normally. “Professional shifts are being planned in order to keep essential services running, preserving hospital care at the health unit”, he explained.

Health professionals demand a salary adjustment that takes into account the inflation accumulated in recent years, better working conditions and professional appreciation. The hospital is managed by the Brazilian Hospital Services Company (Ebserh) with administrative and financial autonomy, but remains under the supervision of the Ministry of Education.

According to the Intermunicipal Union of Federal Public Servants of the Municipalities of Rio de Janeiro (Sindisep-RJ), the proposed biennial adjustment, with 80% of the National Consumer Price Index (INPC) is considered insufficient by the category. Sindisep-RJ also highlights that accumulated inflation in the period from 2019 to 2023 was 37.45%.

“In view of Ebserh’s unsatisfactory proposal, the company’s workers decided to launch an indefinite strike, starting on May 2nd in Santa Catarina and May 6th in the other states and the Federal District. The strike is an instrument of struggle to put pressure on the company to present a fairer adjustment proposal that is compatible with the country’s economic reality”, the union announced.

“The workers at Ebserh deserve respect, as do other categories of the federal public service, who have already received proposals with adjustments of 9% in 2025 and 3.5% in 2026, a percentage much higher than the company’s official proposal. The strike at Ebserh is a legitimate and necessary movement to defend workers’ rights and guarantee the quality of public health services”, he added.

In a note, Ebserh announced that it participated in a mediation and conciliation hearing held by the Superior Labor Court (TST) regarding the Collective Labor Agreement. The new proposal presented includes:

– 80% of INPC (3.09%) on salaries and benefits, except food;

– 20.58% increase in food vouchers, from R$660.09 to R$796;

– 100% of INPC for the next period on salaries and benefits;

– Maintenance of the 38 social items already accepted;

– Establishment of a collective working group agreement to create a salary recovery plan.

“The advances are the result of Ebserh’s negotiations with the Secretariat for Coordination and Governance of State Companies (Sest), following the state company’s commitment to maintaining open dialogue with employees. Ebserh reinforces its commitment to maintaining dialogue and transparency aiming to conclusion of the TST”, stated the social organization.

Strike at Unirio

Professors at the Federal University of the State of Rio de Janeiro (Unirio) decided to join the strike for an indefinite period from May 2nd. The decision was announced during an assembly held on the 25th. In a vote, 70 teachers were in favor of launching the strike and another 30 voted to maintain the “state of strike”.

The Unirio Teachers’ Association (Adunirio) demands more budget for universities, in addition to salary recovery, which varies from 22.71% to 34.32%, depending on the category. Adunirio also defends the occupation of public space on campus in a unified strike.

Teachers at universities, institutes and federal technological education centers started a national strike on the 15th. In Rio, the movement began with the strike of technical-administrative education employees (TAE), responsible for the administration, finance and human resources sectors.

In mid-April, professors from the Fluminense Federal University (UFF) and the Celso Suckow da Fonseca Federal Center for Technological Education (Cefet-RJ) also approved an indication of the start of a strike. At Cefet, classes have been suspended since Thursday. At UFF, the strike began on the 29th.

The Federal University of Rio de Janeiro (UFRJ) and the Federal Rural University of Rio de Janeiro (UFRRJ) remain in a “state of strike”evaluating the progress of the category’s negotiations with the federal government.
