Repar is supplying Rio Grande do SulDiego Pisante/Petrobras

The Brazilian Institute of Petroleum and Gas (IBP) created a financial fund so that its associated companies — major oil companies, fuel distributors, among other companies in the energy sector — can make donations with the aim of supporting victims of the rains in Rio Grande do Sul. South. The entity has been publishing daily bulletins updating the fuel supply situation in the region.
“The arrival of fuel at stations in the Metropolitan Region is gradually increasing due to the improvement in the operation of bases in the Canoas/Esteio region. The regions of Viamão, Bela Vista and the South Zone of the city of Porto Alegre continue to be supplied”, informed the IBP in the bulletin on the afternoon of Wednesday, 8th. The next bulletin will be published on the afternoon of this Thursday, 9th.
According to IBP, the Presidente Getúlio Vargas Refinery (Repar), from Petrobras, in Paraná, has been the alternative for supplying the region, and maintains a high delivery quota for products (LPG, gasoline, S500 and S10) to aid supply from RS. Refap, as Petrobras reported on Wednesday, continues to operate at minimum load and a Liquefied Petroleum Gas (LPG) unit is stopped due to the inability to meet demand.
The Riograndense Refinery, a partner between Petrobras, Braskem and Ultrapar, was completely stopped yesterday afternoon, preventively, due to the forecast of flooding and heavy rain in Rio Grande. The unit has a stock of gasoline, S10 diesel and S500 diesel, IBP said.
“The most critical situation continues to be the availability of anhydrous ethanol arrival due to road blockages”, highlighted the entity.
To try to make supply viable, the National Petroleum, Natural Gas and Biofuels Agency (ANP) made the mixing of biofuels with fossil fuels more flexible at the beginning of the week.
A Braskem unit in Triunfo is also closed, reports IBP, and is only expected to return at the end of the month. Of the state’s pipelines and terminals, only Transpetro’s Niterói Terminal (Tenit) had its operations interrupted, still waiting to drain the water and assess the damage.
The IBP reported that the Vibra base in the state had improved substantially, “already being able to internalize product. “But the flow is much longer, via Santa Catarina,” the institute reported. The Ipiranga base was still carrying water. “The bottleneck is the substation. The operation is structured on a partner basis, but service is approximately 50%.”
Raízen, according to IBP, continues with loading and unloading operations, but in contingency due to lack of personnel. “They are organizing alternative routes to take product to secondary bases, customers in the interior and improve the flow of biofuels”, he explained.

Regarding the fund created to help victims of the floods in Rio Grande do Sul, the IBP said that financial donations will be made directly to the IBP, which will pass on the volumes collected to an entity recommended by the institute’s social responsibility committee, the Movimento União Brasil , which, through the Children’s Institute, is coordinating the use of these resources to serve those most in need.
In addition, it is organizing a front to facilitate the donation of fuel to the direct and indirect public administration of any of the Powers of the Union, the States, the Federal District and the Municipalities, in order to assist in rescue actions for the impacted population.
“IBP continues to work, together with its associates, in coordinating actions to minimize impacts on fuel supply in the region hit by heavy rains in Rio Grande do Sul,” he stated in a note.
