The recent viral video showing an agent from Mexico’s National Migration Institute (INM) beating migrants on the “La Bestia” train is a graphic representation of an immigration policy that leans dangerously toward repression. Despite political pressures, both national and international, acts of violence against migrants are not only unacceptable, but are also punishable under Mexican law.

Mexico has stepped up militarization of its northern and southern borders, deploying the National Guard in a bid to control irregular migration. This lack of action and clarity perpetuates a cycle of abuse and mistrust that undermines the integrity of the institution and its legal and moral obligations towards migrants.

It is imperative that Mexican authorities, including the president and legislative bodies, respond urgently to this situation. They must ensure that the INM fulfills its duty to protect human rights and apply appropriate sanctions for any violation of these rights, as stipulated by law. The international community must also maintain its vigilance and pressure so that Mexico strengthens its migration policies in line with international human rights standards.

Perspectives for change

The documented incident of violence is not only a reflection of a poorly directed policy, but also of a structural failure in the implementation of the laws designed to regulate the actions of INM public servants. This case should not be seen as an isolated incident, but as a call to deeply review and reform the immigration policies and practices of the INM. Only through transparent, responsible and humanitarian management of migration will Mexico be able to adequately face the challenges that this reality imposes. It is essential that migration is treated not as a passing crisis, but as a permanent condition that requires comprehensive, fair and effective approaches.
