TCE finds no favoritism for social benefit and files complaint | Fields

Campos – “There are no employees of the municipal executive branch who are beneficiaries of the Goitacá Card, nor are there any dead people receiving the benefit, since verification is carried out by CPF”. The proof made by the government of Campos dos Goytacazes (RJ) was accepted by the Court of Auditors of the State of Rio de Janeiro (TCE), which this Wednesday (8) filed a complaint about irregularities in the program.

The alleged irregularities were allegedly committed by opposition councilors, alleging illegality in the process of granting the transfer benefit of R$200 per month to families living in socially vulnerable situations. However, the General Auditor’s Office of the Municipality and the Department of Human and Social Development presented evidence and the TCE has just understood the fairness of the process.

The decision was made by the court consultant, Márcio Pacheco; He considers that the allegations that municipal employees and even dead people are registered to receive the benefit are unfounded. At the time, the municipal government complied with procedures determined by the agency, monitored procedures and presented documents proving that nothing irregular existed.

In the documentation presented to the court, the city hall demonstrated that all beneficiaries of the Goitacá Card are included in the Single Registry, there are no employees of the municipal executive branch registered; Nor are there dead people receiving the benefit, since verification is carried out by CPF.

UNANIMITY – According to the program’s criteria, in the event of the death of a beneficiary, upon issuing the death certificate, the CPF is inactivated, making it impossible to remain on the register, explains the Human Development Secretariat summarizing that, “since the launch of the Card, more than 800 people were excluded from the program because they no longer met the necessary criteria.”

The secretariat emphasizes that the insertion of beneficiaries occurs through the careful evaluation of social workers from the Social Assistance Reference Centers (Cras) and Specialized Social Assistance Reference Centers (Creas): “They are professionals capable of verifying the relevance of insertion of beneficiaries. users in the aforementioned program and other benefits granted by the municipality”, he assures.

The Goitacá Card was launched in 2022 by Mayor Wladimir Garotinho; became law, after being unanimously approved by the City Council: “It is part of the service, as established by the National Social Assistance Policy, in order to guarantee food security for the population living in vulnerable situations”, points out the secretariat .
