Brasília – The executive secretary of the Ministry of Finance, Dario Durigan, stated that when looking at the situation in Rio Grande do Sul, the state’s debt situation appears to have another aspect, such as seeking ways out of debts. He highlighted that the situation in Rio Grande do Sul is the example we are experiencing now, but it demonstrates the need for another model of response to the climate emergency.

“We are studying the possibility of having a more sophisticated framework for all states, at a national level, for responses to climate change,” he said during a seminar on the Interest for Education program on the morning of this Tuesday, 7th.

Durigan once again defended federative dialogue to also restore the tax base of entities.

Interest for Education

The executive secretary of the Ministry of Finance stated that the Department works to reverse a pattern of inefficiency in the Brazilian economy, in which there is a focus on conflict and a lot of time is wasted paying bills. He explained that Juros por Educação was born in this context, of working on a line of litigation to modify it.

In this sense, the program is a bet to eliminate conflicts that end up in the Federal Supreme Court (STF).

Regarding criticism from States, especially those that have less debt with the Union, that Interest for Education does not serve these entities, Durigan guaranteed that no State will be left behind “All States have debt rollovers with the Union, but some have less than others. Those who have less will have a slightly smaller benefit, but other work fronts will be opened to prioritize vocational education”, he said.

Durigan highlighted the extensive agenda with the Judiciary and Legislature and cited contributions made by the Union to the states, including via the participation fund.

The executive secretary of the Ministry of Finance stated that it is important to consider encouraging vocational education and federative autonomy. “As this is aid from the Union, it is necessary to condition and stimulate so that the objective (of vocational education) is achieved. If the objectives are achieved, it is necessary to maintain the level (of enrolled students), not have setbacks, and with that the State gains autonomy to develop other policies”, he said, highlighting that the government as a whole will monitor the performance of entities.

Haddad joint

The executive secretary of the Ministry of Finance stated that the valorization of institutional dialogue, a premise of the Ministry, includes the Judiciary and highlighted the coordination of the Minister of Finance, Fernando Haddad, with this Branch.

“Modernizing the legislative framework with worthy programs that point in the right direction and inspire, which also reaches other Powers, renews the legal framework and we hope that it renews the cycle of decisions and this litigation dynamic. We hope to open space for a country that has less costs of charges and litigation and more investment in education”, said Durigan.

He highlighted that sensitization of the Judiciary within the Legislative context is already being done.
