Law approved for temporary hiring of teachers for the Rio state network | Jobs & Business

The Legislative Assembly of the State of Rio de Janeiro (Alerj) approved, this Wednesday, by 50 votes in favor to 15 against, Bill No. 3,290, proposed by the Executive, which regulates the hiring of personnel to exercise teaching. , technical education and other functions to support state education. According to the text, the hiring will last 24 months, extendable for another 24, and up to 30% of the total number of permanent teachers at the institution may be hired on a temporary basis. The text goes to governor Cláudio Castro for sanction.

The measure was proposed to cover the hiring of substitute teachers to fill the lack of professionals due to dismissal, dismissal, death, retirement, training, removal, leave or occupation of a commissioned position. In this scenario, temporary hiring will only occur if a public tender process is underway. Furthermore, it seeks to guarantee the exercise of the profession if the vacancies offered in competitions have not been completely filled by the date of a new competition.

The proposal also provides for the hiring of specialized professionals to support students with disabilities.

Questions from parliamentarians

Opposition parliamentarians questioned the text, requesting quorum verification to try to reject it. Flavio Serafini (PSOL) criticized the proposal, claiming that it makes teachers’ careers precarious. “Migration is slow and the Department of Education is sending a bill here to expand its hiring capacity,” said Serafini, remembering that current legislation already allows temporary hiring of 20% of the workforce. “This is making the role of teaching precarious once and for all and turning being a teacher into a side job”, he added.

In response, deputy Dr. Serginho (PL), government leader in Alerj, defended temporary hiring as a solution to meet an immediate demand, highlighting that public competition continues to be the rule. He emphasized that the law seeks to solve urgent problems and that the public competition must be held.

In turn, deputy Luiz Paulo (PSD) analyzed the proposal, noting that, although it increases the limit on temporary hiring, it allows more teachers to be placed in the classroom quickly without compromising the Tax Recovery Regime. However, he expressed concern about the disruption of the Department of Education and Faetec by operating with 30% less of its ideal staff. Luiz Paulo highlighted the importance of public examinations for permanent positions in education.
