The president of the Chamber, Arthur Lira (PP-AL), said on Tuesday night, the 23rd, that he hopes to complete the regulation of the tax reform on consumption in the first half of the year. The calendar is tight, as Congress is expected to be emptied in the second half of the year due to municipal elections.

“I hope to receive from the government, tomorrow (Wednesday, 24), from the hands of Minister (of Finance, Fernando) Haddad, the projects that will deal with a complementary law on the regulation of tax reform”, stated the deputy, during a dinner in which was honored by the Brazilian Hotel Industry Association (ABIH). The expectation is that the government will send the regulatory proposals to the Chamber this Wednesday. After analysis by deputies, the texts will also have to be processed in the Senate.

“And the Chamber, as it has always done, will open its doors to all sectors, States and municipalities, large and small, but in an institutional way, also dealing with these matters with the private sector, so that we can create a calendar backwards and deliver our regulated tax reform in this first semester”, said Lira.

ABIH’s tribute was held after the Chamber approved the bill that reformulates the Emergency Program for the Resumption of the Events Sector (Perse). The government tried to end the incentives, but deputies decided to extend them until the end of 2026, albeit with a fiscal impact limited to R$15 billion and with a reduction from 44 to 30 in the number of activities covered. The text still needs to pass the Senate.

“Perse is an achievement of the Chamber of Deputies”, stated Lira, highlighting that the program was approved both under the government of Jair Bolsonaro (PL) and under the administration of Luiz InĂĄcio Lula da Silva (PT). According to the president of the Chamber, there was no ideological restriction on the benefits, created to help companies in the sector in financial difficulties during the covid-19 pandemic.

Lira also defended that the program’s flaws, such as suspected irregularities, be corrected. “No parliamentarian has ever defended fraud, tax evasion, or anything wrong that would happen.”
