Niterói – Promotion of citizenship and security for the population of Niterói. With a focus on expanding the land regularization process, City Hall will promote ownership of 10,000 lots in the city. This Friday (26), Mayor Axel Grael participated in the ceremony to begin this operation led by the Municipal Department of Housing and Land Regularization (SMHRF).

Thinking about the urban planning of a municipality also involves regulating the housing status of citizens. In addition to the R$170 million that will be invested in revitalization works in the communities, the City Hall will implement a large-scale regularization project in these spaces. There will be a set of legal, urban planning, environmental and social measures aimed at regularizing irregular settlements with the title of the occupants. The mayor of Niterói, Axel Grael, explains the importance of this moment for the population.

“I know the importance that land regularization has on the demands of the communities of Niterói. I am very proud to say that we will promote access to credit, benefits, citizenship, quality of life, ownership for more and more Niteroi residents. We hired a specialized company that will be responsible for carrying out this work together with the Housing Department to correct errors, reinforce successes and reduce delivery times for titles”, explained Axel.

Regularization has two steps. First, the regions are divided into lots and a topographic survey of the space is carried out using georeferencing. Next, a legal process begins to assess land ownership and begin the transfer of ownership. In the end, the benefiting residents complete this process with the delivery of the title registered with a notary.

The initiative represents a special look by the Municipality towards an old and ongoing demand from residents’ associations. The Secretary of Housing and Land Regularization, José Carlos Freire, commented on the relevance of these actions. “Land regulation begins with the dream of having secure housing and ends with the title of ownership of that land that has been occupied, often, for generations. With this project, we are improving and expanding on a large scale a service that the Housing Department has been providing for years. We learned from these experiences and, with technological support and a new methodology, we are improving our operations”, concluded the secretary.
